with the little I know is that almost all online games today have kernel-level anti cheats, maybe the only way would be to uninstall all games that have an anticheat, but I don't know really, is a blind shot. Other people in the tweet say it could be the xbox app of windows, so who knows. What's weird is that they say it's not Steam or Epic, however several games that can be downloaded from these platforms come with their own anticheat, and they mention that it shouldn't affect business PCs unless the worker plays, so it sounds to me that the xbox app can be since you need to sign in with an account.

yeah maybe, blitz is also another one people use for valorant
people have been speculating the xbox app, ubisoft, EA, battlenet etc
i got none of those installed including val so im safe atleast

It won't if you turn it off from the startup apps in the task manager. Also you won't be able to play Valorant unless you restart with it on.
