Yeah kinda, a lot of it stems from ownership. Face It and ESL are Saudi owned which means they own the back bone of CS and Overwatch (overwatch is unique for being the esport they're actually pretty good at if they luck the right meta). And also have there hand in other games like dota and starcraft

In terms of orgs with teams. Theres a few kicking around in EMEA
-Ascend is still playing in east
-A couple turkish orgs like FF and SMB
-Dach has orgs like mouz and SK
-Apex are there, no one cares because they got no clout but they're there
-MENA has TM and Falcons who come with huge amounts of Saudi clout (and because of esports world cup they're in pretty much every game now)
