Alright. First of all, it's tournament organizers. Not production. They're completely separate entities under one umbrella. Second of all, it might be true if this was Challengers Philippines as they have the higher authority to decide besides the Riot global rules. But no, it's the SEA Challengers Playoffs which while managed and organized by PPGL, it is in conjunction with Riot and their global rules as it is the overarching entity.

Did you know that GXR want to change the server from SEA to HongKong because they will get 20 ping and X10 will get 60 ping but they play in SEA challenger btw and PH Production didn't give the rulebook to X10 so they don't know lol
