You are right about this except one thing Riot isn't a government entity it can conduct its own investigation and being a private institution it can pretty much decide who they want competing in tournaments organized by them without giving much explanation. The liable thing does not hold good as riot can just say if he doesn't cooperate they wont let him compete

To be very honest if justice is in the mix id rather deal only with the actual departments like courts and police but that didn't exactly happen here.

We have the voice recording that is likely real and we have seen some of the messages that are quite mentally abusive, but I guess it depends on how you see it. No is no, so in theory he is guilty (we don't know what happened after tho) and we don't know did it happen more than once. But then again is that enough to blame him for sexual abuse? There's just so much we don't know, so impossible to tell.
