Assuming you can play both to the same degree, it depends entirely on the map

Abyss: Astra is better but people will often play Omen
Ascent: Omen is better but both are great
Brimstone: Astra is better, in fact probably better than Brimstone
Haven: Astra is better but people will often play Omen
Pearl: Astra is better
Split: Omen is better, but both are very viable
Sunset: It's about 50/50 so either one works, but you will see more Omen being played just because people are more comfortable with it

I honestly don't get it either. Even when Astra had 4 stars I much preferred Astra. Other than the paranoia (which is a constant) there's nothing Omen provides that Astra can't on this map. Also Astra's ult is perfect for attacking and retaking on both A and C because of how the sites are made
