Unless you're measuring who has better mechanics by who is completing a harder task with their aim, which is a stupid metric; if you actually know what you're talking about, you can analyze both players' respective aim objectively by looking at it, rather than measuring it by accomplishments--this is especially true when you realize certain players have better aim in different scenarios
Primmie is best kept as a flex player for his aim to take impact.
I think pick up a Thai duelist like JohnOlsen who can play Jett, Raze, and Neon and bring back Sushiboys on sentinel

Entries shouldn't always be the best mechanical player on their team
from my experience playing both APAC and NA ranked, I think it's a difference of which playstyle is easier to deal with for any one player.
In APAC high elo, people tend to swing wide, stand still, and go for the flick before you can shoot back--so if you can aim diff them they literally feel like bots, but if they have better aim then you, then it feels like you're playing against primmie
In NA high elo, players tend to focus more on movements and taps, and don't really commit to any gunfights, so if you're used to challenging players who try to challenge you it's hard to shoot at them because they'll dodge your initial flick, maybe even get back to cover and jiggle you a lot more--or just sidestep until they know you're spraying
However, if you try to play that way in APAC, they'll literally just flick to your head before you have a chance to strafe
If you try to play like APAC in NA, you'll waste too much time committing to one guy and their teammates will trade you

I think you're stretching. I have two accounts in NA and APAC and both peaked Asc 3, so there isn't really any difference at least until like high immortal I would imagine
There's also a lot of intra-regional differences. I got my APAC Asc 3 queuing in Singapore which was a lot more difficult than Tokyo. The other day I hopped on my account again and queued a comp game in tokyo and shit on immortals while on 100 ping.
I've also never queued anything except for Yoru on my APAC account
