Yes. You need 3 regional players from the league you're competing in. Understanding being regional as in being citizen/resident of that country or having played 2 consecutive splits in that league. Insider and Bisk are residing in Spain, and have played 2 splits in Spain, Dimaxx on the other hand is not a resident but has played 2 splits which means he counts as regional.

Summing it up they need 3 "spanish", Bisk Insider and dimaxx count as such. So they if they wanna replace any of the 3 it has to be with another Russian/spanish

And btw the 2 split thing works in Spain, no clue if it's all leagues
