In oping, no. In rifling, yes.

He doesn't have as much of an impact in match as Rossi does, for 3 reasons

1. His oping is not dependable
2. He is new to VLT and hasn't fit perfectly in yet
3. The playstyle of VLT is less op-crutch dependent unlike GE which spends a lot of time in-game having a player next to the oper breaking drones, darts, recons etc so, VLT are not all focused on enabling the jett which would lead to statpadding

The problem is not the aim, you could even see GE against DK they won most favorable and fair gunfights, it's the util and strats.

You need self-sufficient space- creating agents like Jett or Raze for entry on a map with 4 tiny chokepoints for entry

Imo you should get minimum 144 fps while streaming ( so regular fps around 180) and this build might just cut it, I can't say for sure.
