Why isn't there a single name for a particular spot on the map that everyone would know and recognise as that location? For example, someone may have a callout that is different in their own language and so having one name which is only in English may not work for everyone across the world. Especially since time zones give us an idea of when roughly the sun rises and sets in other parts of the world, just like how people using their own language for locations makes it easier for them because not everyone knows English. Besides, all timezones are calibrated around GMT so they are all GMT plus or minus a certain number of hours to roughly account for sun rise and sunset tikes, as well as noon and midnight roughly being around 12am and 12pm.
