Still would take it over Widow but that is like getting out of the shitter into the pisser.

Just make it so he keeps his one shot, but maybe on a passive cool down, like maybe every 45 seconds or so his arrow becomes supercharged for one shot but only one shot. Keeps the reward factor but is less consistent.
