Easiest is reyna, Hardest is probably scan initiators, Mainly Sova.

easiest - reyna just shoot them
hardest - harbor, yoru, astra

assuming you mean highest skill ceiling then it's probably:
easiest: brim, reyna, phoenix
hardest: yoru, astra, neon

Yoru, Harbor, Astra, and KAY/O are without a doubt the four hardest agents to master, in some order (KAY/O is the only one that gets a heck ton of hours put into him in high rank/pro play, no one else gets any love)
