I was expecting better response from him like continuously looking out for indian talent and developing them, building a academy roster etc.

We can never be sure, they said they are making academy in 2023 but didn't give a follow up until last month.

They weren't allowed academy teams in 2023 and 2024 in VCL so it makes sense

Not in VCL but still a academy roster. Beyn and flashback are the academy players.

Oh, but then it's completely understandable. DRX and ZETA are relatively established orgs so they're able to take that risk in the first place. I can't blame an org like GE for not wanting to field a team if they couldn't even play. But now that they're allowed a team in VCL it makes sense

didnt he make a post already that GE will field a team for SA VCL? Also, that academy team would work closely with the main team so that they can give indian talent more experience.
