I've heard other Indians on the forum say they wouldn't be able to support an event like that. Is that true? I feel like they'd maybe try to do a smaller city in India. The logistics would be a nightmare.

I think the issue with this is that for sponsored events such as this the players would very likely have to get mandatory regulation vaccines (not mandatory for regular travel but it's insured as a sporting event so they would have to)

Courses or boosters: Diphtheria; Hepatitis A; Tetanus; Typhoid

Meaning extra cost, risk etc for players/riot
