I used to get it often without noticing any in performance drop off, so I just disable the icon notification.

For me it's packet loss. I get 1% packet loss consistently at times and I tried everything but gave up and uninstalled the game. Honestly, it's no surprise now that only a small niche amount of players will get to the top and that's because they have all have high quality internet, good equipment and time and money to dedicate to it.

For FPS games it is because you don't want any packets lost when you're constantly moving and shooting. Losing packets gives the opponents the upper hand always because they have consistent network connectivity to the server compared to yourself. However, for turn based games, this doesn't matter and it's fine to have 1-2% packet loss as it doesn't affect the competition whatsoever since it eventually loads.
