The gun has been out for a while now and i think it is very strong and i think it has increased the potential to snowball tenfold. This gun is unbalanced
and it just seems so viable. we saw heretics use it to win on an eco against navi with this gun. My assessment may be biased but i do believe some form of a nerf would be nice .maybe nerfing the single bullet reload time and reducing wall pen(?) would be a good start. I would like to hear what yall have to say about this.

No, half shield meta makes it so that you can have way more gun rounds than you should with losses. You should have to eco when you lose, and the difference between a good team and an ok team is that good teams develop strategies for ecos that gets them round wins. It's much more entertaining as a viewer to watch a brilliant eco execution than "oh wow they still have guns because of light shields".
Also, you can still gamble for light shields, you just have to be smart.
The outlaw is a good gun for its niche, it works well against ecos and broke buys while also not sacrificing as much money as a vandal or phantom. Its downside is it can only shoot twice before reloading, so unless you hit only headshots, you'll usually only kill one person per reload on full buy rounds with it.
The only exception to this is aspas. I was watching one of the LEV games on Haven and after winning pistol and anti eco aspas was holding an angle with outlaw and I realized "this mfer is placing his crosshair on headshot level. That's fucked" and then someone swung him and died headshot.
Actually absurd confidence and skill to hold for the headshot with the outlaw
