If you watched zeta games, you know he shoots good, like his raw aim is good and he can play alone on site. But, he's just bad at initiator, like he's clueless about positioning, ability usage and teamworks. Popogachi on the other hand is not a site holding player. He's a typical initiator who's good at ability usage, shoots ok and is good at setups which is the opposite of hiroronn
I will put this in simple terms. He is a good shooter, good enough for tier1. The reason why his kda and acs is bad is because of his positioning and ability usage. Valorant is tactical fps, with abilities and macro decisions. If you have poor positioning, and enemy properly uses ability, you die before you get too shoot. For example, Hiroronn often likes to play behind generator on ascent A site. However, if enemy team uses omen blind on generator, and duelists entries, he dies before he can shoot back. If he's on kj he can delay somewhat, to either reposition or wait for the blind to go off. He himself said he's lost playing initiator, and his teammates(dep) also said that hiroki has insane aim
