Is challengers even worth it for orgs?

This came to mind when I was thinking about Turtle Troop. Why aren't they signed yet? Are orgs just brushing off challengers because they view it to not be worth the time and money to invest in players? Surely orgs in challengers don't pay their players that much right?

probably not in NA cuz of the insane salaries. allat money just for 1 ascension slot

I think it's worth it, but org are sulking because they think if they are not T1 it's not worth it.

But more time pass more org will join and see they can do things. In LoL some T2 scene are really successful.
