Today is the worst day

So I was scammed by my landlord because he signed me up for a utility without my permission, and IDK how, but now I have 2 utilities under the same address, and I've been paying mine but not the one that my landlord set up. So suddenly now, I received a letter stating I owed the utilities company 3000$ in fines or face disconnection but I don't even have access to that account because it's under a different email, phone and customer ID. I also deranked from asc 3 to plat 2...

So I was scammed by my landlord because he signed me up for a utility without my permission, and IDK how, but now I have 2 utilities under the same address, and I've been paying mine but not the one that my landlord set up.
