Nono definetely not. Singaporeans are definetely considered imports in China, but HK TW MC are all considered domestic. Not sure where you got that from

If I recall the VCT CN rulebook will count Taiwan HongKong Macau not import but as resident
not sure bout SG

Precisely because of that. If you waive the import rule teams will import instead of develop home grown talent. 1 player plus coaching staff is enough to get players used to English and teach them outside tactics
