NA talent = EMEA talent

Because NA tier 2 is so consolidated, there is a larger quantity of known tier 2 talent; with a select few teams all competing against each other from the start and continuously upgrading their rosters with players that didn't make it into challengers but who deserve it, it makes the process of scouting players a lot easier especially when trying to filter performances to those against better teams.
EMEA has the exact same or maybe even better talent but the issue is that we don't know who's good or not. There's superstars from Tier 2 like wo0t and Enzo but because of how shit the EMEA tier 2 system is not a lot of them get recognized. Sub regions like Turkey with a deep pool of talent are not able to play against the rest of Europe enough for a scout to be able to properly compare them to other European teams. You have endless hordes of EMEA tier 2 duelists with a 1.2 rating on jett but with no guarantee how they'll perform against Liquid or Vitality
The entire CIS region is arguably Europe's biggest fire being deprived of oxygen by riot over real life politics and beyond that is still under the same limitations as Turkey.
The only players you end up being able to look at are ones that made playoffs but that still buries wayyy too much talent. I mean in NA just look at MXM. They were better than half of franchised NA teams yet they didn't even manage to make playoffs. Flyuh is imo the best player not in franchising in Americas right now
tl;dr the more consolidated your tier 2 scene is the greater concentration of talent you'll have and many more chances to highlight diamonds in the rough throughout a whole season rather than a week long playoffs
