He's available as a non-import apparently, so i'd expect that's part of the reason.

And if we are talking about Russ, he's a solid support player with competitive experience with vouches from many other T1 pros.
Okay it's not the most exciting pick but it's a pretty safe option.
GE had way too many risks last year, picking up Russ is fine.

Because you can only have 1 IL residency when you join the IL when russ joins ge he has a choice between pacific residency and emea residency but once he decides on which residency, he can't change it. Ban likely was told that americas residency was more valuable than pacific residency due to the amount of imports NA has is league.

My guess is in the VCT rulebook it sayd a person with dual citizenship can only CHOOSE 1 nationality of the 4 leagues, and since he hasnt played in franchise i imagine hye can still choose indian as his nationality and be non import on APAC
