1: we use both. I think at one point, there was a plan to switch, but something interrupted it, not too sure what exactly. Most things are imperial units but like whenever I cook I use metric and in my chem classes we use metric and yada yada

2: the real given reason for that right was to protect the country from outward and inward forces. The amendment was written intending for armed US citizens to be able to protect their country from outside force obviously, but also to give the citizens the power to rebel against a corrupt government that does not maintain their rights
