The import limit is one player from outside the region for VCT, in tier 2 however it expands to 2 outside of the VCL (very important in somewhere like EU or APAC where the region is split into many VCLs). So a franchise team can only have 1 import player, e.g. something, ardiis, ayrin and ban whereas a VCL team can have 2 e.g. scars.

Though interestingly China seems to allow 2 import player e.g. gank, Weibo, rng and 4am

That's not true at all. There are few players who could fit in there. It's the teams playstyle and game philosophy, tenz's style is the same. Jawgemo has insane satchel movements and could fit in there obviously but why would he leave EG?
