There are not 20 S-Tier players in every region. The majority of franchising players suck balls and deserve to be replaced by tier 2 players (not the frauds who've been stuck there for 3 years, but the upcoming talent). The biggest problem with franchsing is not a lack of tier-2 support (there hardly was any before franchsing too).
It is the increase in the minimum age to compete. 16 year olds should be allowed to compete in T1 competition.

It's more like there are a lot of good players but they are in wrong teams. Just look at FNC, how many iterations and roster changes happened before they arrived at the current one. Riot should just prevent buyouts from being so large so that teams will have an easier time getting the right players on their team.
