Think about it, APAC and Americas combined titles = 3. EMEA titles on it's own (no GC titles, since i'm talking about tier 1) = 5. China gets 3 which is 1 too many imo but it is what it is. However EMEA having 5 titles and APAC + Americas having 3 and all of them having the same amount of slots don't sit right with me. Good teams like KOI not qualifying as a result. I think it's fair EMEA has 5 slots as a default and 6 if they win a masters. So basically 6 as a default

Koi is good but I wouldn't put them tiers above Lev or TS even.
It's true that EMEA has 5 trophies but it was eu+cis. Now cis is a dying region unfortunately and EMEA is basically only EU.
If Russian players could find their place in the EMEA league as they did in 2021 I'd agree with you... Unfortunately now the only Russian players that play in EMEA are players that already established their utter dominance before 2022... and EMEA's dominance is not anymore as it was once as a direct consequence of this.
I think the same think happens with all regions and its not a problem. This is how the system works, for example you talked about koi not qualifying. Same happened with pacific, teams like team secret and geng didn't qualify, and they are much better than koi, th, kc and all the teams in emea that haven't qualified.
