Ok, i have a proposition on a system to save tier 2 and pump some new blood in the game
Two leagues
Franchising League and Semi-League
what? calm down lemme explain.
Riot is NOT organizing TWO leagues simultaneously, but, they dont need to. They can continue the franchising league, and the Semi-league will be in charge of tier 2, how?
A supraregional league, with BR LAT-S LAT-N MEX CND and USA's top scored premier teams, No orgs, just the premier teams.
The league happens in two splits, the first is a simple scoreboard league, the teams face each other in BO2, with a soccer league point system, you draw thats 1 point, you win its 3, you lose no points.
The top rated teams proceed to the next split, the bottom tier teams go back to premier, in the next split these teams do the regular BO3s with a playoffs at the end, 2 teams go to franchising.
TLDR: T2 LEAGUE THAT HAS NO ORGS UNTIL THE VERY END, ALL PLAYERS HAVE THE SAME INCOME
but if there are no orgs who will pay the players:? well, here comes the new system. Tickets.
if riot cant host both leagues who will host semi? the mfs who wanted to, the offseason tournament guys (G-loot, Redbull, Gamersclub, Elite Cup, etc)

These groups started the offseason tournaments to get involved, to get the views, and to show riot they can run these type of events. what we propose is we give them that, Riot contacts these groups and one of them is chosen or wins a prize draw, or bids, whatever.
but the group gets to run Semi for that year, the system is already decided but the group gets the specifics like, arena, housing, partners, sponsors etc. and obviously a cut of the profit. The event i run by them and at the end riot gets a new team to upload into franchising.
What about payment and Orgs? the premier teams members will all receive a basic salary, nothing huge, just enough so the players can provide for themselves and their families
that is, during the First split, this money will come from the Orgs that wish to participate in the second split.
The Orgs will pay for a ticket, this ticket along with sponsorships and partnering and investment from the group will finance the events and the players basic salary.
Once the First split is over, the Orgs that bought a ticket will pick a team that qualified for the second split, this team will run under the ORGs flag, the org will now be able to provide extra help like analysts ans extra coaches to the teams, during the second split these orgs will have more skin in the game, and whoevers sponsored team wins, that org and team goes to franchising!
An orgs sponsored team didnt make it?? tough luck, pick better next time!
This way teams will be provided with a livable wage while still needing to prove their worth, since they dont have the comfort of a big org, no more "friend" teams since that isnt viable, you need co-workers, mfs that play well, not mfs you know and like and will put on your team just cuz youre friends, with the end result being a shameful performance and Orgs retreating alltogether from the scene, congratulations, your ego and lazyness cost your job AND future talent
This will also incentivize ORGs giving players proper support since the investment is clearer and more upfront, they pick a team that SHOWED promise, not a project or players that individually have talent but end up with no sinergy.
I KNOW THIS SYSTEM ISNT PERFECT, IM OPEN TO CRITICISM, BUT I THINK THE OVERALL IDEA COULD NOT ONLY WORK BUT BE BETTER OVERALL.
Now when it comes to WHERE it will happen, that is up to the groups, but i think they would end up all happening in latam or br since the passports are easier to get, and it would be cheaper when paying the players since the dollar is worth 5 reais and 6 pesos.
Split 1 could be at a cheaper place while Split 2 could be a bit more expensive
