do you think that in 2024, VRL CIS will return and if so, will orgs like Gambit, OBG and Forze return and how will that affect franchising in EMEA?

I really hope so, but I don't know to what extent is on Riots hands. You can't pretend like 10 orgs are gonna be able to get all their Russian players visas for the Ascension tournament, or that the logistics for an entire league are gonna be fine. I really really hope they can sort it out, CIS is the biggest farm of talent in EMEA without a doubt
