Masters winning region gets +1 LCQ Spot ?

According to the EMEA League format explainer at 1:49

if EMEA Wins masters there'll be an extra spot in LCQ, effectively 2 teams from LCQ goes to champions

This should meant that the winning region in Tokyo will have 2 teams going to LCQ (just that EMEA the only region to explicitly say it)

By that meant CHAMPIONS Spots are possibly

Top 3 PAC League
Top 3 AM League
Top 3 out of 4 EU Teams at Masters (because there's 4 EU teams to Tokyo)
PAC LCQ
AM LCQ
EU LCQ
2nd LCQ of Tokyo Winning Region
(3x China as a 2x League + LCQ? << Given the by the time LCQ happened the Chinese server would be launched)

(I want to manifest "Host Region/Hometown Hero" spot, but Riot never did that)

UNBIASED PREDICTIONS

my predicitons for champs:
AMERICAS : SEN 100T LOUD NRG/LEV (both if americas wins tokyo)
EMEA: FNC NAVI KOI TH (VIT if EMEA wins tokyo)
PACIFIC: DRX TS TL PRX/ZETA (both if pacific wins tokyo)

one thing ive noticed is that americas has the most best teams out of any region
EMEA has the best teams in the world but except for those two, (fnc and navi) the rest of the region is weak.
pacific to me has the most underrated teams

PRX and ZETA have both been a bit disappointing but both have potential
NRG was close to beating loud but we will have to wait to see if they will be able to do well

i dont think heretics has much of a good quality of players to be in top 4 in emea thats why and they been together long time before lock in and they played poorly against a new team but they can always be a suprise

I really want riot to implement ascension as part of lcq like how valve puts division 2 teams in their lcq for the international, but they are given a disadvantage in the bracket since they are div 2 not div 1.
