No it's not, they're gonna be a vct league, you can't make them a half vct league
I think you have to give the region more time to develop, until they can be equal to the other big three established regions. In the past, there were also regions that had fewer teams at international events because of a smaller player base.
Idk I just know that if they're gonna do it they have to do it fr, can't do half. Either give them an equal VCT or an equal VCL, not an special VCL or a minor VCT if you know what I mean

I would go for 5 for each league + 1 chinese
they could go 4 from each league+2china+both winners(/runnerup if the same team wins)
3 slots for china, cringe. not deserved yet. or going to be bottom 2 on the group stages
top 3 in VCT points from each region
1 LCQ from each region
3 China + 3 APAC + 3 EMEA + 3 AMRCS
