unless teams are literally brand new(none of the teams at brazil are because they've have MONTHS to practice) they don't get drastically better over time.

I mean it is a valid excuse, so much can change with time, like different meta, different maps and for the most part with time comes experience. So 1 team can be good at a certain time period.
