Do you think Harbor will end up being just another Yoru???

He'll be like the phoenix of controllers

No.
His kit has has the potential to be useful.
Its just that most of the util is worse than what other agents can provide. (at the moment)
a few buffs/nerfs and he could be meta.

yoru is a unique playstyle and requires a higher level of mastery and strategy to pull off at a high level

Gonna be good on Fracture, Split and Pearl. Not meta but a good pick, just wait.

I think he'll end up like Viper. If we remember back, Viper for the longest time was dog shit, until she got buffed to the point of being a must pick on a good chunk of maps. His kit has way more potential than Yoru's.

Maybe, currently, he has no place in the meta. But with changes, he could be viable.
