Cause they are looking for quality in orgs, not in roster. Acend is a tier 15 org that had to be created because RYE could not compete in VCT.
Acend is just a new org they just came out last year and they made insane succes? ( If they was a tier 15 org they wouldnt be first champions) What do you think determines the team's tier?
its all about org presence, money stability and other managements stuff. riot is partnering with the ORG, not the players. the orgs can sign any player they want later, and obviously orgs want the best players on their teams so dont worry
