Why is Breeze such an unpopular map in NA while in EU it is played a lot?
No particular reason. Probably some teams just like it more. Also the meta hasn't been found yet so most likely you don't want to risk it.
It's kinda like why some teams picked up icebox and some teams didn't. Icebox has some quirks that are odd. And the fact that sage and viper are meta on it.(yes 100 thieves. play ur fucking sage. idgaf if steel has 10000000iq. shut ur boomer ass and play sage.).
Also some teams don't want to put practice time into the new maps when they can hone the one's they already are good at.
EU likes innovating on this stuff so I guess that might be the reason why they like it.

Granted, I think Breeze is the most inconsistent map for playability regardless of strats and scrims. The map design is just so overwhelming to the point that its almost chance based what happens. Too many variables to account for is what makes this map basically unpredictable + inconsistent for many teams to snag a win.
As for EU, it could partially be because of their playstyle and how strats differ pretty drastically from NA to EU. Open space and basically using initiators for awhile now.
I think a reason is that Breeze is just a huge map and there are so many ways a team can take/retake site. For example, if you are defending you already have to see A site, B site, Mid, Ropes, AND there are 2 entrances to every site. IMO that's just too many angles to watch with just 5 players so a lot of people do not want to risk losing a map. Additionally, the lurks can be really strong on such a big map and one person hiding in an off angle in mid can catch all rotations. Not to say that Breeze is relatively new into the meta with new agents being used (Kay/o) so it's gonna take some time for the teams to develop strats on the map.
