As far as I can tell, ban has lived in NA for a long time, and xeta has been here for 1.5 years so (assuming he is a lawful permanent resident) that would make him count as a resident per Riot’s VCT rules. Munchkin is the only one that is considered a foreign player currently, but you only need 3/5 to be residents on your starting roster so it’s fine.
that was when OCE was part of the NA system by leading into their LCQ so it didnt count as import
No, this is just wrong, Soniqs have always played in NA
LCQ was only going to be once in NA with 2 OCE teams and it fell through

i've responded to similar questions a lot recently so you can look through my post history for answers
xeta and ban are legal residents in US (green card holder or citizen), therefore count as local players (not foreign) in Riot rulebook.
