They didn't fuck up locations they needed a place where covid and travel restrictions for all teams are not bad EU is basically the best option which is why they previously opted for Iceland and now trying new locations.

Valorant just really not good in EU as fanbase mainly play cs. The best place they could have held this is in turkey which they do for champions. Thing is they really need to announce tickets way earlier.
