most obvious buffs would be reducing drone price 400 --> 300, making ult shoot 4 instead of 3 times

The correct list is:
Tier 1: Kayo/Fade
Tier 2: Breach
Tier 3: Sova/Skye
I have no idea why you have skye so high ; the only really good skye player left is stax
the list was made for an average valo user in an average valo game, i dont care who mains what in pro scene
Well on some maps Sova is a must pick. Such as Breeze, Icebox, and sometimes Ascent. And that goes for all initiators, they all are slightly better on some maps, so for now he is in a good spot. (And if you looked at the stats, Breach is actually in a worse spot!)
Maps agents are must pick/high pick+win rate/no replacement
Sova: breeze, icebox(ascent, haven); 4
Skye: breeze, bind, haven(split, fracture); 5
Kayo: ascent(haven, split, fracture, icebox, breeze); 6
Breach: haven, split, fracture; 3, 2 if you exclude the abysmal winrate of him on haven
Fade: ascent,(icebox, haven, bind, split); 5
You can see clearly that even though sova isnt that good anymore breach is still the least viable agent and if any initiator deserves a buff it's breach(maybe stun gives info/ flash gets to be charged so flash duration ranges from 1.5 to 3 sec and lower duration=faster gun pullout time)
