You can look at it both ways. There is always the whole discourse where some people claim more women are having more sexual partners but not lasting relationships - and then that leads to a whole other conversation where people criticism women who want to settle but have to disclose the whole body count spiel at some point in the dating phase.

But it usually is a term regarding how women are raising their standards a bit too high which leads to them waiting too long for the right guy, sometimes messing around with guys who aren't looking for a serious relationship and then having to eventually lower their standards.
