Riot aren't gonna take out teams simply because they're not "doing well" by subjective standards. They'll only forcibly remove orgs that aren't willing to put in the effort of being part of the VCT ecosystem—and that's not measured purely from a results perspective, but also from a fanbase perspective, an economic perspective, etc. There's no justifiable reason yet as to why Riot wouldn't keep Paper Rex as a franchised team in Pacific

You need a "Southampton FC" to have a "Liverpool FC"
To have serial winners, you need to have serial losers.

Over the course of franchising? Probably a 9 or maybe even a 10. They've had one of the biggest fanbases, have made it to a Champions grand final, and was top 5 in team capsule sales last year
