Well I don't know anything about that, I suppose it makes sense. Either way no, it doesn't have to happen today, changes are usually allowed during the competition. And if this was a recent thing it doesn't make sense because those teams probably already had rosters.
Also I understand what they're saying more as for the future, like next year or something. I don't think we know shit
