Yes, but not all the trains, only some. The funny thing is it's more comfortable than the inside of train cause when it's that crowded the inside is just hell.
Also just to clarify that pic is the most crowded train I have seen in my life and normally even in the crowded ones its not that bad

The pic is from Bangladesh. But we have over crowded trains like that in Mumbai. It's the affect of overpopulation. Cities like Mumbai surpass some countries in Europe in population.
Here's a fact, most of these daily commuters don't pay for tickets. And the officials don't bother too. Because if they do their jobs..the citizens will vote out the current government next time. So the parties have resorted to freebies like these even though the railways run under losses. This is only in Mumbai though. In other states the situation is different.

true, with the population India has. Seen this sort of views in 90s but not in today's time. May be fully jampacked trains but no one is sitting on roof.

It used to be real almost 20-25 years back. Indian economy was at it's weakest during the mid-90's, which wasn't very long ago.
Ganges water is generally not used for drinking. It is considered holy and sprinkling it (just a few drops is considered lucky. I have never been asked to drink it. You also need to consider India is huge, and ganges water is not available everywhere, and this happens predominantly in northern indian states. India also has a diverse culture hence a very small population does that.
water from ganges is really pure as it comes from glacier name gangotri and during the journey it passes from forest with lot of medicinal plants although water is good but the time it reaches populated area it becomes dirty due to mixing of industrial waste etc one can drink fresh water from gangotri glacier cuz its pure but not when it comes pretty far corssing cities

Lol it might be from Bangladesh. As far as I know, almost all Indian railway works on electrification. So, it's not possible for Indian to go like that !!
