Probably some agent which doesn't have a lot of mobility, outplay potential or difficulty with abilities (setups/lineups/timing).
Brim, sage, clove, reyna, chamber, phoenix
those seem the obvious ones to me. Other agents have to be a lot more smart with their util or mobility IMO. This is why there also aren't any initiators on the list, their util is all very timing and gamesense dependent, and no mobility duelists, as their mobility unlocks a whole level of outplay potential
