I don't think water is wet even chemically. water molecules are already in a liquid state, and they are not sticking to themselves in the same way they stick to a solid surface. Therefore, water itself, as a liquid, doesn't adhere to itself in a way that would make it wet. Even at a molecular level it isn't wet

It is wet both by the oxford definition as well as chemically. To be saturated means on a chemical level that water has permeated the object of interest and has taken up as much space as possible within that substance. By definition, a water molecule saturates all the water molecules around it, and therefore water can be wet.
