Well, it's just because cs has an esports team built by its fans, orgs, tournament organizers, et cetera, as opposed to being centrally regulated and controlled, as per the case with valorant.
Cs would have been even worse if valve took more of an involved position as a dev. Not that NA t2 CS didn't die when val came out anyway.
