I imagine most big cities have a big enough venue to host a masters. Masters tokyo venue was 3K for groups and 9K for finals and the stadium didn't look packed.

the only city that i've listed that would struggle with a large enough venue would be cape town, the only venue that i have found so far only holds up to 7k. i haven't fully looked into Geneva but all the listed cities are bound to have at least one indoor venue that can hold up to 15-20k people. Champs 2023 in LA had 11k people attend the KIA forum.
WAY BETTER SUGGESTIONS:
Masters 1: Buenos Aires/Mexico
Pros: neutral crowd B)
Masters 2: Saudi Arabia/Morocco (Middle East and Africa should get the spotlight this time, even if they don't have any T1 teams)
Pros: passionate crowd (will cheer for whoever is playing some really entertaining Valorant)
Champions: Rome/Paris
Pros: GMT +2 > GMT +0 and GMT +1
