TBH not even that. 3 hours a week is not enough period, even for casual players.

- what is the reason behind this? it was already tough enough to play video games in China, I cannot wrap my head around something like this
- how many hours can people 18+ play video games?
- China has now officially killed any chance of them becoming a powerhouse in any game that isn't a MOBA/Fighting game

Because it takes time for a game to approved by the chinese government. You need to tweak it a lot in order for it to be acceptable (etc remove blood decals).
