Can someone tell me how the top seeds get to choose their opponents? What if multiple top seeds want to play against 1 certain team? Also do they get any BYEs?

Top seeds go directly to playoffs, the other 8 teams do a Swiss stage first and the top 4 then advance to playoffs. Each #1 seed from each region then gets randomly assigned a draw order and selects their opponent from the 4 teams that won in the Swiss stage
