Players can reach to vlr and have them changed if that’s what they want. But regardless there is several cases. In tier 1 I can think of Tex who is not an import either. Or the other way around I think ban does count as an import for example

i mean you no longer have an indian citizenship but i think holding an oci is counted as dual citizenship in the context of franchising
