buy the 4060 laptop, the gap is too big, also the 12th gen i7 is nearly identical to the 13th gen i7

Absolutely get the 4060, CPU is more than enough for anything you throw at it as far as standard usage goes

Also are you buying a PC or a laptop? Theres more stuff abt laptop that doesn't happen to PCs (as a laptop gamer here I know the pain)
