You're confused on how things work in CS. Valve doesn't invest in any specific region. They only host majors, which are generally speaking across the world. Teams/Orgs chose to concentrate in Europe, for better practice and easy access to third party hosted tournaments.

There's no "IF" because PRX is definitely going to win. They are too aggressive to be taken care of EG.
