No, all that shows is that maybe Japan deserved more spots. That's why there are other factors in determining which region is better other than top finishes. NA and BR best teams still finished higher than them.

That's why I said maybe because in hindsight they didn't deserve the extra slots but it's possible that a region that produces a very good team could deserve more slots. Also why are you ignoring the fact that I said it is one of the determining factors in which regions is better and not the end all be all?
